Mușat & Asociații has successfully assisted NUROL İnşaat ve Ticaret A.Ş. in securing a final and binding outcome in the public procurement procedure for the Arad–Oradea Express Road – Lot 3, following a second, highly contested procedural cycle. The firm’s team acted both to position NUROL as the successful bidder and to defend its tender against challenges brought by Automagistral Precon, the contractor awarded Lot 1 of the same project.
The proceedings involved complex procedural and EU law-related issues, including challenges based on the Turkish origin of the economic operator, allegations of late filing and inadmissibility, as well as arguments seeking a preliminary reference to the Court of Justice of the European Union (CJEU). All such arguments were rejected by the competent authorities, resulting in the definitive confirmation of NUROL’s award.

The Arad–Oradea Express Road – Lot 3 success forms part of a broader track record of major wins for NUROL, for whom Mușat & Asociații has recently secured or defended several projects of national strategic importance. These include the Ploiești–Buzău Motorway – Lot 3, opened to traffic on 30 November, with NUROL completing works several months ahead of schedule, as well as the Timișoara Bypass and the Târgu Mureș–Târgu Neamț Motorway, Section 1 Miercurea Nirajului, both currently under execution and significantly advanced ahead of contractual deadlines.
